The application for the grant of a German driving licence is always to be submitted at the traffic office responsible for the motor vehicle driver’s residence (driving licence authorities). There is no time limit for the application. The responsible authorities can give you exact information on which requirements are to be met (theoretical and practical examination, exceptions depending on the country, facilitation of transcription for certain driving licence classes, certified translations etc.). If you would like to have your US driving licence transcribed into a German driving licence, you will also have to prove residence of at least 185 days in the USA.
